Chemonics International is seeking an Invoicing Manager. The Invoicing Manager is responsible for performing duties associated with the customer invoicing operations, which includes project setup and maintenance, and ensuring that proper invoicing procedures are followed by finance and project management staff. This position is also subject to special duties and assignments as designated by the supervisor, such as serving as acting director. This role requires on-site work in our Washington, DC office location as part of our hybrid, flexible work structure.   • Performs duties consistent with full understanding of Chemonics requirements, policies and procedures, tools, quality standards, and broader Chemonics’ internal and external client strategic goals; effectively trains and mentors staff on Chemonics tools and systems
  • Takes direct, appropriate, and timely action to meet client needs and resolve basic issues
  • Sets up and maintains project codes (billable and non-billable), budgets, rates, and modifications in financial system based on contract requirements
    • Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with the project contracts
    • Updates fixed daily rate (FDR) in accounting system monthly; inputs contract ceiling increases in accounting system, and updates current negotiated indirect cost rate (NICRA) tables
    • Reviews project contracts for rate changes/compliance
    • Sets up and maintains FDR, CDR, CST rates
  • Oversees monthly invoicing process which includes creating, reviewing, and submitting monthly invoices
    • Reviews, analyzes, and resolves errors in invoices and other materials to ensure compliance with all necessary regulations; reviews invoices before sending to PMUs for review
    • Interprets and clarifies policies and procedures to the project management team as related to invoicing
    • Monitors contract budgets and obligated amounts
    • Performs T&M reconciliations
  • Provides Quality Assurance, Quality Control and Customer Service over the project setup and maintenance, and invoicing processes; ensuring that deadlines are met, and tasks are completed
  • Trains and assists Project Management Unit (PMU) staff with monthly invoice review
  • Participates in the development of the department’s strategic plans, training materials and tools
  • Supervises, develops, and evaluates assigned staff. Ensures that staff receives regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow professionally
  • Facilitates meetings, and is responsible for developing agendas to achieve stated group goals, documenting progress, agreements, and issues and providing follow up assistance to groups
  • Defines team roles and responsibilities clearly and concisely, promotes strategies for effective teamwork and leadership development, and cultivates collaborative working relationships across the company
  • Performs other finance related duties as appropriate

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor’s degree in Accounting, or Finance, or Business Administration & Management required
  • Minimum three (3) years of accounting experience required. Management and experience with USAID/government regulations preferred
  • Experience with A/P, G/L, and client invoicing
  • Prior experience with an ERP/Accounting software, D365 preferred. Experience with SQL-based accounting software and demonstrated ability to learn and operate new systems in a short period
  • Ability to solve technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meeting
  • Strong knowledge of Excel and other MS Office applications
  • Ability to work both independently and as part of a team
  • Strong organizational and work prioritization skills and attention to detail
  • Supervisory experience preferred
  • Foreign language fluency desired
  • Demonstrated leadership, versatility, and integrity
